Bonuses and other forms of support
Below is a list of the forms of assistance available to individuals and households for electricity, gas, and water bills.
2026 Utility Bill Social Bonus
The Social Bonus is a discount applied to energy bills (electricity, gas, and water) for households with an ISEE (Indicatore della Situazione Economica Equivalente – Equivalent Economic Situation Indicator) score below a threshold established by law.
The updated amount limits for 2026 are as follows:
- ISEE of up to 9,796.00 euros for households with up to three dependent children;
- ISEE of up to 20,000 euros for families with four or more children.
Electricity Social Bonus
The amounts of the electricity bonus vary depending on the composition of the beneficiary household.
The amount of the Electricity Social Bonus is:
- 146.00 euros per year for households with 1–2 members
- 186.15 euros per year for families with up to 4 members
- 240.40 euros per year for households with more than 4 members
Gas Social Bonus
The social gas bonus is not a fixed amount.
The amount of the gas bonus depends on:
- based on the number of household members listed in the DSU;
- depending on how the gas is used (domestic hot water and/or cooking, heating, or both);
- based on the climate zone where the supply is located.
- For the Rome area, which is located in climate zone D, the bonus can range from €14.40 per year (for households with fewer than 4 people, used only for hot water and cooking) to €81.90 per year (for households with more than 4 people who use gas for hot water, cooking, and heating).
Water Social Bonus
The social water bonus provides a discount equivalent to 50 liters per resident per day: this means that for a family of four, 200 liters are discounted each day.
Unlike the electricity and gas bonuses, the value of the water bonus is not the same for all users (since water rates are not uniform nationwide). The discount is applied directly to the bill by local water utilities.
How to claim bonuses
To activate the procedure for automatic recognition of economic hardship bonuses (electric, gas, and water), it is sufficient to annually submit a Dichiarazione Sostitutiva Unica (DSU) to INPS and obtain an ISEE statement within the threshold for bonus access.
If the ISEE value qualifies for the bonus, INPS will send to the Integrated Information System (the database of electricity, gas and water supplies) the data necessary to finalize the verifications and allow the payment of the bonus, which will be done through the current energy supplier
Other types of support for energy expenditure
In addition to electricity, gas, and water bonuses, other economic support measures for families in need are available in 2025.
Purchasing Card
It is a monthly allowance of 40 euros to help with the purchase of basic necessities, including utility bills.
Anyone who is 65 years of age or older, or who is the parent of a child under 3 years of age, and who meets the requirements established by the Decree-Law No. 112 of 2008 (Maximum ISEE of €8,230.81, and for those over 65, a total income limit not exceeding €10,974.42).
Applications for the 2026 Shopping Card can be submitted at post offices or through the Poste Italiane website. To complete the application, you must include the following:
- A copy of the applicant’s ID;
- A valid ISEE statement.

Inclusion Allowance (ADI)
Economic aid intended for households with low ISEE, which can also be used for household utilities.
The Assegno di Inclusione (Inclusion Allowance) is applied for electronically to INPS, which recognizes it, after verifying that the requirements and conditions are met. The application can also be submitted at patronages and tax assistance centers (CAF).

Physical hardship bonus
Help in the form of a discount in electric bills of people whose survival depends on life-saving medical equipment, regardless of income.
The bonus amount is discounted directly on the electricity bill.
