They are part of policies to reduce household energy spending.

Electricity bonus

The electricity bonus is awarded directly on the bill to households with an ISEE of less than 9,530 euros (or up to 20,000 euros for households with at least 4 children).

The bonus is divided into monthly installments and automatically applied to the electricity bill.

The amounts projected for 2025 are:

Gas bonus

The gas bonus varies according to climate zone, type of use (hot water, cooking, heating) and number of household members.

For condominiums with a centralized system, recognition is based on the PDR code (Point of Redelivery, which uniquely identifies your gas utility) provided to the utility.

Bonus water

The water bonus provides a free supply of 18.25 cubic meters of water per year for each household member, or about 50 liters per person per day. The discount is applied directly to the bill by water utilities.

How to claim bonuses

To activate the procedure for automatic recognition of economic hardship bonuses (electric, gas, and water), it is sufficient to annually submit a Dichiarazione Sostitutiva Unica (DSU) to INPS and obtain an ISEE statement within the threshold for bonus access.

If the ISEE value qualifies for the bonus, INPS will send to the Integrated Information System (the database of electricity, gas and water supplies) the data necessary to finalize the verifications and allow the payment of the bonus, which will be done through the current energy supplier

Other types of support for energy expenditure

In addition to electricity, gas, and water bonuses, other economic support measures for families in need are available in 2025.

Purchasing Card

It is a contribution of 40 euros per month for the purchase of basic necessities, including bill payments.

The application to obtain the 2025 Purchasing Card can be submitted at post offices or through the Poste Italiane website. To complete the application, it is necessary to attach:

  • A copy of the applicant’s ID;
  • A valid ISEE statement.

Inclusion Allowance (ADI)

Economic aid intended for households with low ISEE, which can also be used for household utilities.

The Assegno di Inclusione (Inclusion Allowance) is applied for electronically to INPS, which recognizes it, after verifying that the requirements and conditions are met. The application can also be submitted at patronages and tax assistance centers (CAF).
