Roma Capitale has established <\/span>a regulation for the provision of areas and solar photovoltaic systems<\/b> for<\/span> Renewable and Solidarity Energy Communities (CERS)<\/b><\/a>, with the aim of promoting environmental sustainability and social inclusion<\/strong>, enhancing municipal real estate and transforming unused spaces into strategic resources for a fair and inclusive energy transition.<\/span> <\/p>

The Regulation provides for two procedures. The first concerns installations owned by the municipality and allows the energy produced to be made available for the benefit of the CERS<\/strong>, for sharing purposes. The second concerns the implementation by the CERS of photovoltaic installations on the roofs of buildings owned by the municipality<\/strong>, which include more than 1,200 school facilities, as well as offices, gyms, libraries, museums and social housing buildings. <\/span><\/p>

In both cases, CERS will have to pursue projects with territorial social and environmental objectives.<\/strong><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Solidarity Renewable Energy Communities<\/strong> (CERS<\/strong>) constituted in the form of Third Sector Entities<\/strong> (ETS<\/strong>), duly registered in the Single National Register of the Third Sector (RUNTS<\/strong>), may be involved in projects.<\/span><\/p>

CERS<\/strong><\/a>, are Renewable Energy Communities that, according to their statutes, make the benefits of energy sharing available to their communities<\/strong> for environmental, social and economic actions.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

How you can access the CERS<\/h2>\t\t\t\t<\/div>\n\t\t\t\t

The procedure is entrusted to the Municipalities<\/strong>, with the support of the Roma Capitale structures, starting with the Social Department and the Climate Office<\/strong>, through the co-design tool provided for by the Third Sector Code.<\/strong><\/span><\/p>

In the case of municipally owned photovoltaic installations<\/strong> made available for energy sharing, ETSs will be selected through public announcements.<\/strong><\/span><\/p>

In the case of the construction of new solar photovoltaic systems<\/strong> on unused municipal areas, the proposing ETSs<\/strong> must submit a detailed project<\/strong> that includes<\/span><\/p>

  • Technical-economic plan<\/strong>: a description of how the system will be installed and operated, accompanied by an accurate estimate of costs and benefits.<\/span><\/li>
  • Expected social and energy benefits<\/strong>: an assessment of the plant’s positive impact on the community, both in terms of energy produced and social benefits.<\/span><\/li>
  • Operation and maintenance arrangements<\/strong>: operational details on plant management, including plans to ensure full functionality over time.<\/span><\/li><\/ul>


    The selected ETSs will be in charge of building and operating the facilities<\/strong>, committing to redistribute the economic benefits generated through inclusion and community support projects.<\/strong><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
