Rome Capital has been selected by the EU Commission as one of the 100 cities in the Mission “Climate-neutral and smart cities by 2030” that will receive technical and financial support to advance the decarbonization goals set for 2050.. To carry out the commitments, it is planned to draft a Climate City Contract, i.e., the document by which cities define a clear and concrete trajectory for reducing emissions and involving different sectors and all city stakeholders.
On 15 October 2025, Roma Capitale received the Label for its Climate City Contract proposal, as set out in the Mission, which grants access to financial and technical support for decarbonisation initiatives.
The Climate City Contract consists of a Plan of Actions, with the estimated emissions that contribute to achieving the projected emissions reductions, a Plan of Investments, which analyzes the economic and financial commitment, and the document of the commitments of the administration and stakeholders.
A novelty of the Climate Contract was the involvement, through an expression of interest, of the city’s stakeholders-the stakeholders-to tell about the ongoing and planned interventions in the direction of climate neutrality. There were 80 stakeholders, public bodies, private companies, companies participated by the city and the state, foundations, research organizations and universities, and Third Sector associations, who submitted more than 700 forms and 493 climate neutrality actions.
The work started from the elaborations of the PAESC approved in 2023, in order to build a broader and more detailed picture of the interventions carried out since 2019-the reference year for the assessments required by the Mission, those underway, and the strategies to be put in place to accelerate decarbonization. The climate contract also reconstructed the picture of ongoing and planned investments in Rome that are unprecedented in the direction of the overall decarbonization and redevelopment of the city that will make a structural impact in the reduction of emissions related to building consumption, mobility, and waste management, made possible by the resources allocated through the Recovery Plan, those related to the organization of the Jubilee 2025 of the Catholic Church, European, national, and regional funding, the administration’s budget, and public-private partnerships.
