The Climate Adaptation Strategy

Rome Capital approved the city’s first Climate Adaptation Strategy on January 14, 2025. The Strategy Identifies priorities, goals, and measures to prepare the city for the increasingly frequent and intense impacts from climate change already in place and adapt the territory to foreseeable impacts as a result of climate scenarios and impacts that may occur in 2050. In addition, for each measure the competence is indicated and for interventions the expected costs, studies to be carried out, funding already available and funding to be found.

The choice is motivated by the need to have a clear and consistent framework of measures to be taken, which allows for response to climate risks and to build a pathway for sharing objectives and priorities for action for effective institutional cooperation and implementation of interventions.

The four priorities

The strategy identifies four main priorities to be addressed:

Extreme rainfall

Heavy rains and flooding putting neighborhoods and infrastructure at risk.

Water shortage

Security of water supplies under a scenario of reduced rainfall and longer periods of drought.

Rising temperatures

The adaptation of neighborhoods to rising temperatures with consequences for people's health.

Coastal security

The impacts on the coastal shoreline of erosion processes and increasingly violent rainfall and tornado phenomena in a scenario of sea level rise.

The proposal had been presented on January 23 of this year, after work involving all scientific and research bodies to reconstruct the ongoing impacts and risks to the territory of Rome, meteoclimatic data and assessment of future climate change scenarios. In recent months, the document has been the subject of an extensive public consultation, which has included the organization of seven conferences and workshops, thematic public meetings and in the Municipalities, meetings with the various economic, environmental, and social stakeholders/stakeholders, and also the submission of comments by citizens and associations.
